Ljubljana, Slovenia

Ljubljana, with a population of around 350,000, is one of the smallest and greenest capital cities of Europe. Its urban forest, blue corridors and agricultural land intertwine with the urban city fabric to form a unique urban green system. Ljubljana is also intensely improving its green system. The city is undergoing fast changes, involving partially shutting down the city centre for motorized traffic and greening of the city centre, implementing a bikesharing system, developing new parks and improving the cross-municipality waste management system. These are some of the reasons why Ljubljana is the European Green Capital 2016. 

Participatory planning and governance of urban green areas for improving the benefits that citizens get from urban green systems (ecosystem services) is the main focus of the Ljubljana ULL. The ULL Ljubljana comprises the Municipality of Ljubljana, University of Ljubljana, a non-government organisation Zavod Bob and a youth representative. A small steering group aims to bring about strategic and practical change.

Engaging more young people with urban green space planning is the practical goal of the ULL Ljubljana that will contribute to development of a new urban green area (Livada) in Ljubljana. For this the ULL networks and closely collaborates with a diverse group of over 20 young people and several local businesses and non-governmental and governmental research organisations. The strategic goal of the ULL is to upscale the experience from the urban green space development project. The main ambition is to consider project based learning approach as an improved approach to strategic planning and governance of urban green spaces for increasing the range of ecosystems services of urban green spaces. 

Ljubljana, ki ima 350.000 prebivalcev, je ena od najmanjših in najbolj zelenih glavnih mest Evrope. Gozdne površine v Ljubljani, skupaj z vodnimi in obvodnimi ter kmetijskimi površinami se prepletajo s poseljenimi območji in tvorijo edinstven urbani zeleni sistem. Mesto Ljubljana si prizadeva izboljšati kakovost zelenega sistema s številnimi sprememba v mestu. V centru mesta povečuje cone za pešce in ga ozelenjuje. Vzpostavilo je sposojevalnico koles BicikeLJ, vzpostavlja nove parke in izboljšuje sistem upravljanja z odpadki. To so samo nekateri izmed ukrepov zaradi katerih je Ljubljana Zelena prestolnica Evrope 2016.

Vključevanje prebivalcev Ljubljane v načrtovanje in upravljanje zelenih površin mesta za povečevanje koristi, ki jih prebivalcem mesta nudijo zelene površine (ekosistemske storitve) je osrednji namen Urbanega učnega laboratorija (UUL) Ljubljana, ki deluje v okviru projekta GREEN SURGE. ULL sestavljajo Mestna občina Ljubljana, Univerza v Ljubljani, nevladna organizacija Zavod Bob in skupina 20 mladih starih med 18 in 29 let. ULL si je za dosego svojega namena zastavil tako praktični kot strateški cilj delovanja.

Praktični cilj ULL je vključevanje mladih v načrtovanje urbanih zelenih površin. Z uresničitvijo tega cilja bo ULL doprinesel k razvoju nove urbane zelene površin v Ljubljani. Da bi to dosegli, ULL sodeluje še z lokalnimi podjetji ter nevladnimi raziskovalnimi organizacijami. Osrednja strateška ambicija ULL je preveriti, ali lahko pristop projektnega učenja promoviramo kot eden od pristopov za izboljšanje procesa načrtovanja urbanih zelenih površin in orodje za razvoj alternativnih načinov upravljanja urbanih zelenih površin, ki nam pomagajo povečati nabor ekosistemskih storitev, ki nam jih nudijo urbane zelene površine v Ljubljani.
